INVITATION TO BIDDERS

Sealed bids addressed to the City Secretary’s Office, City of Webster, “Sealed Bid Project 26-02 Pavement Striping and Markings in Various Locations”, 101 Pennsylvania Ave., Webster, TX 77598, will be received until 2:00 pm Wednesday March 25, 2026, at which time they will be read aloud, for furnishing all labor, supplies and supervision necessary for construction in accordance with plans and specifications for the:

Pavement Striping and Markings in Various Locations 

City of Webster Bid No. 26-02

The scope of this project consists primarily of the removal and installation of roadway striping and markings at various locations throughout the City. Work includes, but is not limited to, the removal of existing striping and pavement markings, installation of new thermoplastic striping, crosswalks, stop bars, arrows, legends, and other traffic control markings as required.

BIDDERS should inspect the site and be knowledgeable of all local conditions. Time of completion shall be as stated by Bidder on the Bid Form, including weekends and holidays. All bids must be plainly marked with the project name and bid number. No faxed bids will be accepted.

PLANS AND SPECIFICATIONS Contract documents including bid proposal forms, plans sheets, and specifications for the Project may be viewed and downloaded by registering with www.civcastusa.com. Bidders must register on this website in order to view and/or download specifications, plans, and other related documents for this project. There is NO charge to view or download documents.

A NON-MANDATORY PRE-BID TELECONFERENCE will be conducted virtually at 10:00 am on Wednesday, March 11, 2026. Meeting information will be posted on Civcast.

THE ISSUING OFFICE for the bidding documents is the City of Webster Public Works Department, located at 855 Magnolia Ave., Webster, Texas 77598. Questions about the project can be posted on www.civcastusa.com. Deadline for posting questions is March 18, 2026.

Each Bid must be accompanied by a Bid Bond or a certified or cashier’s check, acceptable to the owner, in the amount of not less than five percent (5%) of the total amount bid, as a guaranty. The successful bidder(s) will be required to furnish a performance and payment bond on the forms provided, each in the amount of the contract and a maintenance bond in the amount of 100% of the contract price from a surety company licensed by the State of Texas.

NO BID may be withdrawn after the scheduled opening for at least ninety (90) calendar days.

THE CITY reserves the right to reject any or all bids, waive formalities and award the bid to the lowest responsive and most qualified bidder.
